2010年6月下旬，彭定中先生前往内蒙古为嘉里集团郭氏基金会在中国大陆的第9个“脱贫困奔小康”基地选址，以下是他想与大家分享的风景和故事。

标题原文：The Harmony Of People And Water

中文译作：人水和谐

原文：
We came to Inner Mongolia to select our Foundation's 9th base for the establishment of a model to help the poor people here to get out of poverty.

译文：
为了创建基金会的第9个脱贫基地，我们来到了内蒙古。

原文：
Under the blue sky and white cloud the pasture on the north side of 阴山.

译文：
阴山北麓下的牧场，安详地躺卧在蓝天白云下。

原文：
The tall wind power electricity generating tower has a tall order, trying to convert the natural power to enrich the human life.

译文：
高耸的风力发电机塔承载着远大的使命，它们要把自然界的能量转化为人类的福祉。

原文：
In the middle of the pasture we were treated lunch at this Mongolian camp.

译文：
在牧场的蒙古包里，主人设了午宴招待我们。

原文：
It was a great Mongolian meal.

译文：
这是一场丰盛的蒙式宴会。

原文：
They served us with a 全羊宴。It is obvious an honor much more than we deserved. While we appreciate very much the hospitality of our host, we wish that the money could have been saved so we could do a bit more for the poor people in the region.

译文：
他们用全羊宴来招待我们。很显然，这样的礼遇对我们来说太过隆重了。我们很感激主人的盛情款待，但我们更希望这些钱被节省下来，这样我们可以为这里贫穷的人们多做一点事。

原文：
The Inner Mongolia Autonomy Region is huge in area. It spreads from the very east to the very west across almost the entire China. In general, the east part of the region has more precipitation and arable soil which has been good for agriculture. The western part of the region has less water but rich in natural resources under the ground. It is the central part of the region north of the Ying Mountain which has neither underground resources nor adequate water for agriculture, is still extremely poor.

译文：
内蒙古自治区的面积很大。它东西绵延，几乎横贯整个中国。总体来说，东部地区有着较多的降水和适宜耕种的土地，有利于发展农业。西部地区虽然缺水，但是地下蕴含着丰富的自然资源。而在阴山之北的中部地区，这里既没有地下资源，也没有足够的水源，所以仍然保持着非常贫穷的面貌。

原文：
乌兰查布木盟 is located at the poorer central part of the Inner Mongolia.

译文：
乌兰查布木盟就位于相对贫穷的中部地区。

原文：
These are some of the 6 poor villages we visited during the trip.

译文：
这次我们一共考察了6个村子，这些是其中的几个。

原文：
The farmers are basically make a living by raising animals.

译文：
在这里，农民们基本上靠蓄养牲畜

原文：
Or growing some crops, such as potatoes.

译文：
或者是种植一些土豆之类的庄稼为生。

原文：
As I normally do, I requested to visit the village schools. As you can see here, now a days many of the village schools couldn't get enough students to enroll. As a result, it has difficulty to attract good teachers to stay and to maintain good education standards. It then drives parents to spend much more money and time to send their children to the schools in the city and town. It becomes a virtues cycle.

译文：
同往常一样，我要求去探访一下村里的小学。你们可以看见，现在很多村小学都存在生源不足的问题，因此它们吸引不到良好的师资，从而也难以保证教学水平。这就促使父母们宁愿多花一些钱和时间，也要把孩子送到城里去上学。如此形成恶性循环。

I also had the opportunity to visit the village clinics.

译文：
我也有机会去察看了一下村里的卫生院。

The village doctor.

译文：

原文：
I was a bit nervous to see his medicines sprayed all over the shelf. I wish they were managed in a much more organized manner.

译文：
看到他的药品全部都散乱地摆放在架子上，我着实有些担心。我希望它们可以摆放地更规范、更整齐一些。

原文：
Of course, the most important thing I normally like to do during the visit is to hold the communication sessions directly with the real people, the poor villagers.

译文：
当然，跟往常一样，在考察中我要做的最重要的事情，就是和村民们坐下来开一个会，和这些处于贫穷忧患中的人们进行直接的沟通。

原文：
From the messages we received from all the people we met at our new base in Inner Mongolia, 察哈尔右翼中旗, the most difficult challenge the villagers and the Foundation will face in the future will definitely be the issue of the serious shortage of "water".

译文：
在察哈尔右翼中旗，我们的新基地，我们从所有遇到的人那里得知，基金会和村民们将要面临的最大挑战，无疑就是严重的缺水问题。

The shortage of water for people.

译文：
人的用水很紧缺。

原文：
The shortage of water for animals.

译文：
牲畜的用水也很紧缺。

原文：
And the shortage of water for crops.

译文：
种植庄稼同样也缺水。

原文：
With only less than 200 mm precipitation a year, ground water becomes the only reliable water source for people, animals and crops in the region. As a results of the excessive consumption of water in the past, the ground water table has dropped year after year. Therefore, how to maintain the sustainable source of water for the people of this generation and future generations, to achieve the harmony between people and water will certainly be the greatest challenge for all of us in the years to come.

译文：
这里的年降雨量不足200毫米，所以地下水成了这个地区唯一可用的水源，同时要供给人、牲畜以及庄稼用水。由于过度的采用，这里的地下水位逐年下降。所以，如何保留住持续可用的水源，以满足当代人以及子孙后代的用水，达到人水和谐，将成为我们要面对的最大的挑战。

看着他们那么缺水，我们却从未用水而担心过，很多时候还特别浪费，真是惭愧。一直呼吁的口号“节约用水，人人有责。”一定要做到实际行动中来。

水资源缺乏，很大程度上制约一个地方的可持续发展。长期抽取地下水也会导致一系列工程问题、环境问题和健康问题，如何谋求人与自然的和谐发展，实行可持续发展，是我们探索之本要。中国特殊的地理环境，“南涝北旱”很难找到一个折中点。“南水北调”工程，似乎又不是单纯的工程问题，而是牵涉诸多生态问题。“和谐”，才会持续发展。

看着内蒙古的蓝天白云，很想自己有机会能够亲身仰望，想到这片宁静空旷的土地上缺水，从小在雨水多的南方长大的我，多希望内蒙古的村民能够喝上自己家乡的水啊！
缺水，对基金会来说是一个很大的挑战，希望在人水和谐的理念下，在科技的引领下，在基金会的帮助下，这里的村民能够改变贫穷，过上富足的日子！

这里的自然环境的确有些恶劣。我们生活的地方水资源一直很丰富，我们那里简直是有永远用不完的水，那水流走了也是流走了，虽然知道要节约用水，可有时还是会浪费。以后得好好改改。

看到那里的蓝天白云真的觉得很美,但看到后面的缺水问题真的觉得好心寒
想想平时我们从来都没有缺过水,或许不能体会他们的那个处境,但能体会他们生活的艰辛
我们应该好好珍惜现在的生活,珍惜水资源,争求不浪费,合理利用
为能帮到广大缺水地方而努力

地区与地区间的差别与差异，我们这边好些地方出现洪灾，而西部却出现可怕的旱情，不过相信智慧的人们会找出解决的方法的，希望我们的人们早日摆脱这些苦难，过上安乐祥和的日子。
