Instead of building all the pavilions by the host country then leased out to the participant countries, Shanghai decided to let all countries to build their own pavilions with their distinguished architects from all over the world. By doing so, it would enable China to learn and to absorb the best technical and managerial knowledge and experiences from the outside world. As a matter of fact, In the 1930s, Shanghai was the most prosperous city in Asia. Ninety percent of China's capital channeled though here.
